is this issue resolved? I've been also encountering this problem even Power BI Desktop application has been updated to the latest version? I have to remove that thing somehow, otherwise my whole report will be meaningless for the end users.

It has been resolved for me.
I moved my KPI indicator index to Second KPI indicator index value and the option to off 2nd tooltip will appear.
