Power Bi Dashbord sharing issue.

A Fabric user is someone that has access to a Fabric workspace. This is a more modern workspace that has all the bells and whistles of the Power BI Premium (legacy) workspace and much more. The legacy workspace is already being phased out (Jan 1 2025) and most newer capacities are Fabric by default.
Similarly, if a report is hosted on a Fabric Premium workspace, then the user can consume any reports that is shared with him/her.
As stated in your screenshot "Extra capabilities when workspace is in Premium capacity". The workspace must have a diamond icon for any free users to be able to consume reports being shared to them.

That's designed as such. Pro can only share and consume dashboards with other Pro license users.
Many organizations uses a Power BI Premium workspace (in addition to a Pro license) where the report author can share with anyone.
Alternatively, if your organization allows it, you can generate a link using Publish to Web. Do note though with this method your dashboard is exposed publicly and anyone with the link can consume it. This method should only be used for non-sensitive, non-organizational data.

Thanks for the quick response.
So a Free (Microsoft Fabric Free) licensed user cannot view dashboards shared by a Pro user.
However, Microsoft KB mentions that "Fabric Free users can consume content shared with them by Pro and PPU users". Could you please provide further clarification on this behavior and confirm under which conditions Free users can access shared Dasboard by the pro user.
Your guidance on this would be greatly appreciated.

The header says "Extra capabilities when workspace is in Premium Capacity." Free users can view reports only if the workspace is assigned at least F64 or Premium capacity.
