Power Bi Dashbord sharing issue.

That's designed as such. Pro can only share and consume dashboards with other Pro license users.

Many organizations uses a Power BI Premium workspace (in addition to a Pro license) where the report author can share with anyone. 

Alternatively, if your organization allows it, you can generate a link using Publish to Web. Do note though with this method your dashboard is exposed publicly and anyone with the link can consume it. This method should only be used for non-sensitive, non-organizational data.

Move your workspace to Fabric F64+ capacity or Power BI Premium. Then Pro users can share with Free license users.

Without capacity, Free users need Pro licenses to view shared content. That's the licensing rule.

If a report is shared from a Pro workspace, both the publisher and the viewer must have a Pro license. That’s why Free users cannot access content shared by a Pro user.

Free users can not access reports shared from a Pro workspace and both users need Pro/PPU. So, alternative is to use Premium/Fabric capacity then free users can view.

Short version: with standard Pro sharing, the recipient always needs Pro or PPU too. There's no per-report exception, the license follows the user, not the content.

The official way around it is capacity. Put the report and its semantic model in a workspace backed by an F64 (or larger) Fabric capacity, give the Free users the Viewer role, and they can open it without any paid license. Publishers and developers still need Pro, but your pure viewers don't. The catch is F64 is a real cost commitment, so it only makes sense once you've got enough viewers to offset it.

Below F64, every users that needs to wathc reports cannot do this via de PBI service and will need to view it over an solution that uses app owns data... The other routes are Publish to web (public, no security fine for open data, not for anything internal) or an embedded setup, where reports are served through an app and you're not licensing each viewer individually.

Full disclosure, that last bit is what we do at DataTako, we embed Power BI on top of Fabric capacity so you can serve large viewer groups without handing out a Pro license per person. Happy to point you to the details if useful, but the F64 route above is the answer to your actual question.
