Actually, I figured it out. I created a column with unicode characters for project status. Then built a matrix.
Any particular reason for mentioning "scatterplot" ?

No particular reason. I am switching from Tableau and I can easily build that in Tableau and import whatever custom images I want. So, that's what came to mind first. I have seen conditional formatting. What chart would I build for that though if not scatterplot? Project names have to be visualized horizontally.

By default, Power BI provides a limited set of marker shapes (usually around for scatter charts. These shapes include circles, squares, diamonds, and triangles. Unfortunately, there are no built-in options for importing custom marker shapes directly into Power BI.
