This may be related to Microsoft 365's Sensitivity Labels auto-apply policy. When a file is stored in a specific location, such as OneDrive or SharePoint, the system may automatically mark the sensitivity of the file (such as "confidential") based on your organization's information protection policies.
You need to confirm the automatic application policy for sensitivity labels, your organization may have enabled Microsoft Purview Information Protection policies to automatically label sensitivity labels based on file content, location, or user actions. For example: Files stored in a OneDrive folder are automatically marked as "confidential." Sign in to the Microsoft 365 Compliance Center: <https://compliance.microsoft.com>, navigate to Solutions > Information protection > Labels and check if you have Auto-labeling policies for OneDrive folders. Here, you can also complete the operation of modifying tags in bulk. Locate the Confidential label policy, edit its scope, exclude the target OneDrive folder, or create a new policy that sets the target folder's default label to General. (Since I'm not an admin, I don't see the relevant label settings)

For bulk action editing, you can also sign in to OneDrive for the web and go to the destination folder. Select all files > click on the "Sensitivity" column at the top > select "General". If the Sensitivity column is not displayed, it needs to be enabled by your administrator in the library settings. You can check the following link:

You can also try a temporary solution: save locally and then re-upload. If your policy is only for files in the cloud, you can download Excel files from OneDrive to your local computer. Then delete the sensitivity label from your local file, then re-upload it to OneDrive and overwrite the original file. If the tag policy is mandatory, ordinary users may not be able to modify it directly and try to change the tag manually.

Open the file in Excel and click the "Sensitivity" button on the top menu bar (usually on the right side of the toolbar). Select General or delete an existing label. When you save the file, observe if it says "This operation is blocked by policy". If blocked, you'll need to contact your Microsoft 365 administrator to adjust your label policy permissions. Contact your Microsoft 365 administrator to submit a request to your IT administrator to add your account to a permission group that allows overriding labeling, or to adjust the auto-labeling policy to exclude specific OneDrive folders, or to temporarily disable auto-labeling for Excel files. You only need to choose one of the three operations.
