Power BI online shows data differently (incorrectly)

Created a report in power bi -

the desktop version works fine - the online version of the report is different

 

The report is employee hours vs budget

Department-->Position

 

The problems are:

1. The online version shows positions and departments with no hours or other data.

2. I have a measure that is supposed to calculate differently for employee position and department -

I suppose its related to  problem #1 but it calculates everything at the department level -(it works fine on the desktop version)

here is the destop version - notice no extra rows

and the budget /ppd budget calculates correctly

Hello @joezee ,

 

There should be some filters affecting the online version, try clicking the reset icon on service as in the screenshot.
