Power BI Tricky new question

Below is what is visual in my power Bi dashboard

i would like to achieve below

let me know how can i achieve this?

That greatly depends on what your original source data looks like, how is that structured? Is it like the first table?

yes, it is structured like my firtst table

Try to follow the below steps 

Demote to header as rowTransposeAfter TransposePromote first row as header

unfortunately, this dataset is very small, as i have only provided the visuals table.

i am not in favour of doing this in power query, as this could effect my dashboard.

is there any mesure we can create?
