Power BI Shape Map. How to show the NAME_2 in Maps. More info in comments.

Visual - Shape Map

Map - custom json from here - https://github.com/deldersveld/topojson/tree/master/countries/philippines

 

I am reviewing the json file and couldnt get the visual to pin point using the Name_2. I can make the map work using the Name_1 for the location. How can I get the Name_2 to show on the visual.
