Hi,
Every users that download 'Power BI Desktop' and has access to our Power BI can publish reports to Power BI Service.
Can you limit access to a few users?
Example: they can have access to the workspace, but cannot publish new reports in it.
Another question: can you hide some options in Power BI Desktop for a few people? Options like 'model' page.

Users creating content are Members, there is a separate role as of a couple of releases ago for a reader. https://www.nickyvv.com/2019/08/the-new-power-bi-workspace-viewer-role-explained.html
Power BI Desktop can not have permissions managed and options turned off. Only way to stop Power BI usage is total lockdown and IT managed Power BI Desktop rollout (which is not receommended if you want self service BI :))
@Anonymous check workspace roles at this link and you can set the user's roles accordingly. You cannot lock the sections in power bi desktop but there are few ways you can do it. One question I would ask, what is the role of workspce for your users, if they just need to use the reports then start thinking about Power BI Apps.
if the data source is power bi dataset (live connection) , data model and relationship sections are not visible.
