Because you've set your report to refresh 3 times a day, make sure that the refresh schedule is configured correctly in the Power BI service. Sometimes, discrepancies in data refresh can cause unexpected behavior in filters. For more information about setting up scheduled refresh, visit Configure scheduled refresh:

Make sure that filters and slicers are configured correctly in the report. Keep in mind that slicers behave differently in Power BI Desktop and the Power BI service. For detailed guidance on adding and configuring filters, see Add filters to a report:

If you're using the Publish to Web feature, note that it doesn't display the Filters pane. Instead, consider adding a slicer for filtering, as described in Publish to the web from Power BI:
