There is no official description or blog about the differences between Power BI Desktop versions 2.139.2054.0 (64-bit) and version 2.139.1733.0 (64-bit). 

I'm surmising that this may have been released with fixes for some issues in the previous version.

However, it is generally recommended to update to the most recent version of Power BI Desktop to take advantage of advances in features, performance, stability, and other improvements.
