Hello All,
We have created a dashboard containing highly confidential financial information that must not be shared with anyone except for a select few individuals.
Requirement 1: Access should be restricted to only 1-2 people.
Requirement 2: Even Power BI Admins should not have access to this dashboard.
How to achieve the above-mentioned requirements?

In Azure Active Directory (AAD), you can create security groups and add 1-2 people who need access. Then, in Power BI, share the dashboard only with this security group. This ensures that only members of this group can access the dashboard. You can check the following link:
How to Limit to Share Limited Dashboard to the Specific Person in Power BI - Zebra BI
Make sure that the workspace where the dashboard is published has restricted permissions. Assign only the necessary roles (for example, Viewers) to the previously created security group. Implement RLS to further restrict data access. Define roles and rules to limit data visibility to only authorized users.
