Popup Message to Display Context
I'd like to have a feature on my report where I could have a button for users to hover on, or select and it would bring up a popup dialog specific to each page that explains context and important information about the data within each page. I'm aware of tooltip pages and how those can be used to popup extra information when hovering in a visual, or even with the Visual Tool Tip header on a specific visual, but I can't seem to find an effecient way to do this on the page as a whole when hovering on an image or button. I know I could do a bookmark that has a text box jump out, but that gets cumbersome to manage with layering and edits so I'd like to avoid that. Any ideas?

How about you create a simple table containing one row with "Information" (use the "Enter Data" option in the Home tab in the ribbon), and create a table visual with this row, add the text using one of the methods you've identified?
