I'm confused why I cant get the legend to sort properly.
the posts that i've looked at indicate that you need to make a sort order column but considering that my fields are already numbers I don't think a sort column will actually help the problem.

So i figured out the problem was that the chart sorting the wrong column.
for anyone having the same issue as me, click on the 3 dots at the top right of the chart and change the "sort axis" to your legend field.
i'm not sure why you can't sort a chart through the actual visualization or filter pane which is where you would think this kind of option would be but at least i found the hidden button.

While your "Expected Ship" values are numbers, Power BI may still need an explicit sort order. Create a calculated column to ensure that Power BI knows how to sort these values. You can add a column with the same values, but explicitly set the sorting order by selecting the "SORTBYCOLUMN" Option inside Dataview in Power BI.
