Percentage of rows values in a matrix

I am seeking assistance in calculating Availability Percentage as it pertains to the file linked below. 

Availability Percentage File

At each level of the matrix pictured below, I am trying to calculate Run Hours/Clocked Hours

In this example I would expect the availability percentage to be listed as follows:

Date - 4/8: 547.15/655.67 = 83%

Shift - 1: 258.92/315.08 = 82%

Group 2: 28.75/35 = 82%

Cell - R20: 15.92/19 = 83%

Item - 0552152: 15.92/19 = 83%

Cell - R22: 12.83/16 = 80%

Item - 0337872: 3.5/4.83 = 72%
