    Anonymous , Try a mesure like

    countvalue % = divide(CALCULATE(DISTINCTCOUNT('Sheet1'[Policy]),filter('Sheet1','Sheet1'[ENDORSEMENT]=0 )),CALCULATE(DISTINCTCOUNT('Sheet1'[Policy]),filter(allselected('Sheet1'),'Sheet1'[ENDORSEMENT]=0 )))
