Percentage column with different background colours conditionally

its not working for percentage values
i have values like
Column1 column 2
98.00% 98
99.00% 99
99.99% 99.99
100.00% 100
i tried with decimal values but its not wotking for column 1 yes it is working for numbers column 2
i want to set back ground colour conditionaly for column 1
