Is it possible to pass a value from the 'What If' analysis into an R script? So the user would select a value on the slider, and then the R script would run (or rerun) using that new value.

I'm afraid this can't be achieved because what-if parameter will generate a measure which can interact with slicer value. R script can't refer to the measure value in power bi, only can refer to the raw data.
