I would like to use a parameter = "Call_Type" the can return result of that column's value. I currently have parameters Figure 1, that returns results for one column, which I manually drop to canvas Figure 4. The new parameter would return value of "Call_Type" from a list of the multiple columns Figure 3:

Query parameter is similar with a slicer in report level so that it can only filter rows not columns. You said "The new parameter would return value of "Call_Type" from a list of the multiple columns Figure 3:", I'm afraid you can't use a query parameter to change a chart structure. You should manually add or delete columns in your chart instead.
