Is the Page Detection, and Page Refresh option available in the May 2020 - On-Prem version of Power BI?

Are you referring to 'automatic page refresh in Power BI'?
Page detection and page refresh options are preview features in May 2020 - On-premises version of Power BI.
You need to enable 'Automatic Page refresh' in 'Options' pane.
