Based on testing, the page navigator seems to have been optimized for size adaptation and will show as many navigation buttons as possible.

I've got confusion of what have already ask.

I've found from the document that the "page navigater" is not response by just click in edit mode but the solution is "Ctrl+Click" then it's response to change to the navigate page.
