Outstanding Qty by Week
Thank you so much for your answer. This is really what I need but for the first weeks of 2019, it cannot be negative because at the end of 2018, we still have the outstanding. Sorry it is my fault because I did not state things clearly. The outstanding qty must be continuous as we are tracking the flow of it.

The value of the week52 of 2018 will still be added to week1 of 2019. If not mistaken, this what we call cumulative? Please enlighten me as I am really new to PBI.

Yes. That is waht cumulative is. It is not a technical BI term - it is just a simple English word. What result do you get when you put in data for 2018 as well?
Alright, it is a simple english word.
From the pbix that you attached, and using YearISO from Date Table as slicer, the data for 2018 is correct.
