Only calculate lower value of a measure

Hi everyone, 
I need your help, please.
I have a Measure1, and a What-If Parameter value. I want to calculate only the lower value compared to WhatIf Parameter.
For example
Name                     Measure1

Ben                              12

Joe                               20

John                            15

If I put 17 in What If parameter. I want to calculate Measure2 for only Ben, and John. Because Joe has higher value than the WhatIf Parameter, so do not calculate for Joe.
Please help me, thank you so much

Confitional measure =
IF(
    SUM('Sample'[SomeValue])<=Parameter[Parameter Value],
    SUM('Sample'[SomeValue])
    )
