Object/ layer at the top of page

I have two reports, one report (left) I can't moved object all the way at the top of the page. It leaves a 1-2inch of padding. The report on the right, it I can drag all the way at the top (no padding). 

How do I control this so I can move objects all the way at the top? Thanks
