Notifications to Users - with Data Refresh
Currently I have a user-base of about 200 users who use an "App" in Power BI to look at business performance. Ideally, when the data refreshes I an "alert" can be sent to users.
Is there any way to do this in Power BI?
Are there any conditions in which communicating through Power BI to users of an "App" is available?

So you would like to send a notification to users when data gets refreshed?
There is Data alert feature, but it is not for data refresh notification, but for the data threshold alert. See Data alerts in Power BI service.
There is also a subscription feature, I think it may “partly” realize your request. Once the data gets refreshed for the first time in a day, Power BI will email to subscribers (Noted Users have to subscribe the report themselves. ) See https://powerbi.microsoft.com/en-us/guided-learning/powerbi-service-subscribe-to-report/
