Uuse the EXCEPT() function for your requirement.
@Anonymous ,
a new table
Table = EXCEPT(DISTINCT('Table1'[ProductID]),DISTINCT('Table2'[ProductID]))
as a measure
Measure = countx(EXCEPT(DISTINCT('Table1'[ProductID]),DISTINCT('Table2'[ProductID])), [ProductID])
