Not being able to assign users with a free account to workspaces

Well, we have a problem with the detection of pro licensed users in power BI.

We find that we can give access to workspaces to users with a free license.

We know that, if the workspace is not premium, users with a free account cannot view workspace content, so we understand that they should not be able to be selected in the access section of the workspace, but this is not the case.

This generates many problems because the users who give access to the workspace do not know which users are PRO and which have a free license, so they end up selecting users who do not have a PRO license and then the free license users complain, which slows down the process.

Is there a way to fix this?

Since sometimes the free user will upgrade the license to pro, the powerbi service will not judge whether the account is a free license when adding it to the workspace. Of course, to avoid the situation you're talking about, you could create a group, then add the accounts with pro license to that group, and then add the group to the workspace.
You can create groups here,
