Normalize measure

I have a problem in normalizing one measure that have this formula:

(CALCULATE(COUNT('Table'[Action]);FILTER('Table';SEARCH("string";'Table'[Action];1;0)))/COUNT(Table2[Number_plate]))

I've tried MIN, MAX but it just doesn't work

Measure =
CALCULATE (
    COUNT ( 'Table'[Action] ),
    FILTER ( 'Table', SEARCH ( "string", 'Table'[Action], 1, 0 ) > 0 )
)
    / COUNT ( Table2[Number_plate] )
