New Card Visual divider between reference labels

Where is this border/divider coming from and can it be turned off?

Open it up and change the color to match either the top or bottom, or change the transparency, or change width to 0

It's under Visual > Refernces Labels > Divider.  Then either turn it off (mine doesn't have the option), or match the divider color to either bottom or top
