Try the following formula, and add the measure to tooltips.

Measure = SUM('Table'[Value]) / CALCULATE(SUM('Table'[Value]), ALLSELECTED('Table'[tag]))

you should create a measure that is claculating the percentage and also format it as percentage. Would that help?
