Need help with if statement

Say my power bi report featues a drop down of items and item 'A' comes under both the 'new' and 'budget' sections on a different drop down. 

 

How do I make it so the items comes under one of those depending on the filter witrhout designating the item to only one section? Also most other items are only under one section?

 

Any help greatly appreciated.

@Jay2077 , I doubt you have to create a new column and there item A should be in one category
