Need help with conditional statements

hey everyone, I'm trying to make a count for Care Reviews done throughout the year, this is what I came up with: 

        Care Reviews = CALCULATE(COUNTA('Dashboard'[Care Reviews]))
 
but for some reason any Care Review field that happens to come with Inactive(Expired) field is not counted in Care Reviews, how can I include all Care Reviews regardless of the Active/Inactive field?

I am not sure if you have applied any other filter on the visual or canvas. Can you try this measure, I modified yours.

Care Reviews = CALCULATE(COUNTA('Dashboard'[Care Reviews]), ALL('Dashboard'[Active/InActive]))

@Anonymous ,The information you have provided is not making the problem clear to me. Can you please explain with an example.
Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.

I appologise if the problem is unclear, 

There are around 40 Care reviews preformed this year so far, I'm trying to show this on the dashboard, so I made a DAX statment as shown above, however the DAX statment ignores any contract labeld as Inactive(Expired) and is only showing 30 Care Reviews for (Active), I want to make a statment to include all the 40 care reviews regardless of the contract status.
