Need help with a cumulative measure

Hi,

 

I have the following DAX formula which aims to calculate the number of cumulative hours spent by a person on a specific project by month:

CALCULATE(SUM('Clockify Time Entries'[Hours]), FILTER(ALL('Clockify Time Entries'), 'Clockify Time Entries'[User Name] = MAX('Clockify Users'[User Name]) && 'Clockify Time Entries'[Project Name] <= MAX('Clockify Time Entries'[Project Name])))
 
This returns values when a person has booked hours in the month given (there is a month slicer). However, if there is a month where a person has not booked time for a project, but other people have, that person's cumulative hours show up as blank. Does anyone have any ideas as to how I can fix this?

@Tomhayw Please Share Your ENDOUTPUT and Dummy Data in table for Better Understanding.

Here is the output. As you can see, when February is selected, name x has cumulative hours of 144.5, but when I select March (where no hours were recorded for that person for that project), the value is blank. I want it to return the 144.5 if there are no hours recorded. Does that make sense?
