Need help with DAX

Hi All,

 

Size Operating for Entire Month (MWp) = IF(RELATED(Meter[COD])<='Forecasted Energy Generation'[Month],RELATED(Meter[Size_for_Forecasting__c]),0)/1000

COD is a date field and Month is a field represented in "January 2017" this format.

 

I don't understand the if part.

 

Please help.
