Need help to populate the custom table in PowerBI

Dear Community: We have a dummy dataset enclosed in XL and we need a table / matrix to be populated similar to below snapshot in PowerBI. Wherein the numbers appearing in the table should be hyperlinked, and when a user clicks on hyperlinked value it should draw the table as follows:

Thank for your reposne. But this would not suffices the request, we have already tried this approach and unfortunately rejected by the business.

What is the table source, is it based on another table of power bi tab
You said hyperlink, if it is another power bi table source, I am not sure abount the table link
Or it is hyperlink for any web table, please confirm

The table source is based on same table of power bi or would rather say the reference data of the number. So basically we looking for the cell level filter. we can even jump on the call discuss if you're comfortable. (Google meet email: jhab953@gmail.com)

As per me, you can create page tooltip or bookmar.
For bookmark, you need to create different bookmar.
So custom tooltip is best option, i think.
