How to create date wise chart using the below format.
The date column is repeated 18 May 20 to 28 May 20 is planned & from 18 May 20 to 28 May is actual column data.

You cannot create chart with current table, the data should recorded in a form with date as a column. e.g.
| Date | Value | Project |
| 2021.1.1 | 23 | A |
| 2021.1.1 | 23 | B |
| 2020.1.2 | 21 | A |
| 2020.1.2 | 20 | B |
| ... | ... | ... |
Then you can easily create chart by just dragging in columns. You may provide a pbix if need help on transform, this table doesn't not paste properly to my power bi desktop.

can i first ask what you are actually trying to do with your data, what is your obective, wha tis the stroy you are wanting to tell? Also what are the measures you are using, is it time? minutes?
