The assignment and the excel file are in the google drive please help me understand what i have to do?

You need to compare the technologies as in the assignment. You can use a few approaches: like use bookmarks or just simple comparisation dashboard.

One fo the chart used for comparization is the below one is barchart with lines, lines or Funnel chart.

there is only text no numeric comparision so how do I create a dashboard ?

So you choose let's say bar chart or line chart. 

you will put at Value filed whatever you want to calculate and then right clikc and select count or whatever you want to see.
