Multiple FILTER function

I just need some help with the below formula. I would like to filter my data for the current year (previous year, if it is January) and the previous month.
Say, this month I would like to get the data for January 2019.
 
The formula allows me to get the month, but not the right year. So, as a result, I  get the sum of a given month for all the years. 
 
What should I modify the formula?

_Last month =
var current_month=MONTH(TODAY())
return
IF(current_month=1,

    CALCULATE(COUNTROWS('TourTbl'),
      FILTER(TourTbl,YEAR('TourTbl'[DT_Created]=YEAR(Today())-1)),
      FILTER(TourTbl,MONTH('TourTbl'[DT_Created])=current_month+11)),

    CALCULATE(COUNTROWS('TourTbl'),
      FILTER(TourTbl,YEAR('TourTbl'[DT_Created]=YEAR(Today()))),
      FILTER(TourTbl,MONTH('TourTbl'[DT_Created])=current_month-1)))

Hi @Anonymous

 

Create a calendar table using CALENDARAUTO() function. Set relationship between this table and Tourtbl as one to Many.

 

Then create 

 

_Lastmonth Count=CALCULATE(COUNTROWS('TourTbl'),DATEADD(Dates[Date],-1,MONTH)
