Regarding the issue you raised, my solution is as follows:
1.First, regarding your initial question, you might consider clearing the reference scale. Below is a screenshot from the relevant documentation:
While reference scales are very useful when designing printed maps, you may want to disable this behaviour when using interactive and web maps. Typically, multi-scale web maps adjust symbol and text sizes for each map scale.

2.Secondly, the time slider requires you to add a time field in the Time field well. Below is a screenshot from the relevant documentation:
