I am running into an issue where I have created a paginated report with mulitple columns, but when I view it, it only show one unless I view as a PDF or Print Layout. I am using a portrait and set the "Properties" -> "Columns" to 4 and "Colunm Space" to .25 and "Margins" to .1. I will be using 7 tables where each table is within a rectangle, all 7 are within a larger rectangle, and they need to flow one after another with out any large spaces. When I run it or view it on the report server it show as just one long column. However, when I view it as a PDF or print layout then it renders as four columns as I want. Is there a way that I can get that four column render when viewing on the report server without having to export as a PDF?

I doubt anyone is going to give you an answer you will be happy with based on this description alone. Yes what you descibe should be possible but whether it works will come down to exactly how you have built your SSRS report in the paginated tool.
When viewing reports in "Web Layout" you do get a very different output compared to "Print Layout" but they follow the same general rules but have different rules when it comes to what is drawn on the current "page".
I'd expect your problem will lie in how much empty space is left in your rectangles and whether you can set the correct "keep together" style settings on all of your elements.
