You'll need to create a "page tooltip" but I must warn you that most likely not all the names will be shown due to size and scale.
Follow this documentation but essentially you need to create a new page, allow it to be used as a tooltip in Page information settings. Then adding a table there with your complete names and the gender. Then, go back to your pie chart > Format > General > Tooltips > select the recently created page.
I attached you an example for your reference.
First of all, how is your pie chart looking like and how are names involved with it?
As a heads up, you can add any field you like to the tooltips by placing them on the Tooltips field:
My Pichart shows the gender of each person in my table. When I hover over the "Male" section of this graph, I want the tooltip to list all the males names. Currently it is only giving me the option to have the first or last name listed.

Is there a way for the tooltip to stayin one spot to allow me to scroll through the names? When I attemt to scroll through them, the tooltip goeas away after a second or two of scrolling.

No, unfortunately that is the behavior from tooltips, the most you can do is to adjust the size of the tooltip page to make it huge, but anyways, a long list of records won't show fully. You might as well explore drill through feature as a workaround.
