Modelling Q&A - Help Needed

I have the following Fact Table (small sample):

Fact table is a Sharepoint table. As you can see for Tool column there are cells (lists) which collects more than one tool, like row 2 or 4. 
Additionally I created a dimension in order to place a slicer on a report and allow a user for search a tool on a list. But the problem is, how to model the data so that when a user selects a single/multiple values (Power BI) from a slicer, two ID's (2,4) are filtered/ shown in report table ?
I did some workaround with a measure:

And it works but I allow user to select only a single value from slicer. If more than 1 value from DIM is selected, measure brokes.
Is there are other/ better solution with some bridge tables ? 

Appreciate any help

Download example PBIX file

 

Create a relationship between the tables on the ID column

and set the Cross-filter direction to both

Hi,

In Power Query, split the Tool column of the Fact table into rows. based on the , separaor.
