Missing rows when no relationship - how to work around

Apologies if this is not written using completely accurate terminology.

 

I have 3 tables. 

  1. Unique list of regional offices
  2. Unique list of sub-regional offices
    • Each SR office is aligned to a particular regional office, which is included as a field 
  3. Table of performance data which includes:
    • a row for each instance of a hit/miss on the KPI. I.e., reports submitted along with on time / not on time
    • This data is used to create a measure for the KPI
    • Each row has a regional office field
    • Each row has a sub-regional office field (this was achieved by spliting a comma-delimited list into new, dupe rows)

What I'm trying to achieve is to be able to view performance calculcated by regional office but hten drill down to sub-regional offices. So far this works with the following relationship:

However, if a non-unqiue sub-regional office appears, something like 'unknown' or blank, the regional office will no longer appear in visualisations.

 

Is there a workaround for this to that performance at a regional level is still visible where the subregional office is unknown?

I thought maybe a unqiue unknown for each region could be added somewhere but thought I'd check here first.

My issue is that, even where there is data, the field is hidden if there is no relationship / unique value to connect. For example, where the sub-regional office is 'unknown' (which is not linked to any regional office as other values would be) the regional office is not shown.

Can you share some sample data? It's could be more clearly with some screenshots.

@Anonymous , rows are not shown when there is no data. You can show them by using +0 in measure or using this option
