I am having an issue when I create a table … so for example, I have groups 1, 2, 3 who all have sales targets. I can pull in those sales targets for each group. Then I have a separate data set that has the actual sales to date for each group - 1,2,3. This data set is updated weekly. However, to date group #3 does not have any sales yet....it will in the future. When I create a table to compare the sales targets to the sales to date for each group 1, 2, 3 then the 3rd group isn't even showing up in the table - it only shows groups 1 and 2 as if group 3 doesn't exist. When I check the "show blank columns" the issue remains. Can you please help me solve this problem?

Since I don't understand your data model, I can not reproduce your problem. Please provide sample data model like me.
In addition, I have also tried when the sales target is also empty.

Use separate tables. A "dimension" table with all sales groups. A "facts" table with your sales data.
Link the tables in the data model.
In your visual, take the sales group from the dimension table (this is important!). Also select "Show items with no data".
Now all Sales Groups will show, regardless if they have data or not.
