I am using power bi desktop. I am in a development environment. My source db is oracle. I bring in 3 datasets. In the query editor, I rename the datasets, and add few custom columns and modify the existing columns. Also I establish relationship between the datasets. And I develop my reports upon this. Now I need to connect to higher environment (Production) . Do i have to repeat all the modelling changes (renaming, custom column, joins and all modelling changes) or i have to re do all these?

You'll have to do most of it again yes. PBIX doens't support file merging, so you won't be able to import changes.
You will of course be able to take all of your Power Queries and copy and paste them, 1 by 1, into your production file. You do that via the "Advanced Editor" button inside Edit Queries.
