I have two Power BI report files with the same data source and each of the file cover different topics. I now want to combine them in the same file, baisically moving the tabs on one of the report to the other. Is there a way to do so?

In your scenario, what did you mean that you want to merge Power BI report files? Did you mean you just want to copy the visuals in one report and paste them into another report which has the same data source?
If so, I’m afraid in current Power BI Desktop. It is not supported to copy visuals in one report and paste them into another report.
But there’s a workarounds to “merge” your reports. You can upload the two report files and the corresponding reports, and there will be 2 different datasets/reports. Then you can combine the reports by pinning visuals from each of the 2 reports to the same dashboard.
If above workaround doesn’t satisfy your requirement, please clarify it a bit more.
