Where one column indicates what was planned, the other column is the actual column and then the compliance.
But let a column that tells you what's really planned and what's out of program doesn't consider it.
The image shows in yellow something that is not planned but for compliance purposes considers it. I want to show compliance with what was scheduled.

What is your expected output?
You can add filter conditions in measure to define new calculation logic when [Plan] has a null value.
