I have a report with several measures for several countries. I have RLS security configured in the report published by country; and I want to have a measure with the company average; and that everyone can see it regardless of the RLS security you have configured. I can do it?

As per the online document Row-level security, the RLS filter the dataset directly.And I think you can use a custom column to get the average;If you use a custom column, all users can see the average value.
