Matrix Visualization

I have a matrix visualization in power bi. There are 'Dept' in the Rows and 'Year' in the column. And we have 'CountID' in the Values. 'CountID' is a mesure which i created. Now a matrix is being created. There are a total of 8 Dept but only 7 are being shown in visualization becasue the eighth Dept, i.e. Law, does't have any CountID for years 2014 to 2022. 

In the Filters pane, when I select years 2014 to 2022, Law dept doesn't appear but when I select year 2023, it shows Law dept with '3' value as there are 3 Law cases in 2023. Even though other departments also doesn't have values for all the years, so I want to replace empty cell with '0'.

What i want is to show the Law Dept as well even without any value. Or if possible, to replace empty cells with 0 for each department.

Hello! Select your matrix visual that you have created, right click in Dept, then select 'Show Items with no data' 

See, it now shows the items that have no data, no need to convert to 0:

I have tried this as well but it's not changing anything.
