Matrix Table Visual want rows to always display Expanded not to Collapse

In the report is a Matrix Table Visual. The table is a summary and displays the project Status and the deparments status. The rows display main headings and sub headings, with Totals.  When a filter is selected the matrix table Collapses., and you have to manually click on each + to Expand the table to display fully.

 

 The report is for the Exectutives, and the requirement is to see all numbers, status and departments.  I dont think they will know to click on + to Expland. I have a Clear Filters button, however it doesnot Expand the table.

 

Is there a way for the Matrix table to always display Expanded and be 'locked'?or should it be designed a different way to display data status.

You can expand all the levels by default, (which ensures all the rows are visible when they open the report.) Then prevent your end users from saving their changes in the settings so it remains that way every time they open it.
